Also Found In: Titanium Dioxide

Titanium dioxide is in your Skittles. It's also in house paint.

Same compound. Same chemical formula — TiO₂. In one aisle it makes candy look impossibly white and bright. In the next aisle it covers drywall. The difference is the aisle, not the ingredient.

This is the substance the European Union banned from food in 2022 — and the one the FDA still calls safe, based on a review it last updated in 1973.

The white behind the color

Titanium dioxide is a whitening agent. It doesn't add flavor. It doesn't preserve anything. It doesn't improve texture or extend shelf life. Its only job is to make things look brighter, whiter, and more visually appealing — to make a piece of candy look the way a commercial says candy should look.

On a label it appears as "titanium dioxide," "TiO₂," or the European code "E171." Sometimes it's buried in a sub-list under "color added." Sometimes it shares a line with ten other ingredients and you'd never pick it out. The FDA requires that it make up no more than 1% of a food's weight, which sounds like a limit until you realize there's no limit on how many foods containing 1% you eat in a day.

How a pigment became a food

The story starts in the early twentieth century, when the paint and coatings industry discovered that titanium dioxide was the most effective white pigment on earth — brighter than lead white, less toxic than zinc oxide, and cheaper to produce at scale. By the 1930s it dominated industrial coatings. By the 1950s, food manufacturers noticed: if it could make paint brilliantly white, it could do the same for frosting, candy shells, and powdered sugar donuts.

The FDA formally approved titanium dioxide as a food-safe color additive in 1966. At the time, the testing framework was built for the questions of that era — does it cause acute poisoning, and at what dose? The answer was no, not at food-relevant doses, and the case was closed. The agency's last substantive safety review was in 1973. Richard Nixon was president. The internet didn't exist. Nanotechnology wasn't a word.

The approval was never revisited in any meaningful way. For over fifty years, the regulatory basis for titanium dioxide in American food has been a set of mid-century assumptions about a substance that science has since learned to see very differently.

What the label doesn't say

When a manufacturer lists "titanium dioxide" on a package, they are technically telling you what's inside. But the label doesn't tell you the particle size — and that turns out to matter enormously.

Modern food-grade titanium dioxide contains a significant fraction of nanoparticles, particles smaller than 100 nanometers. At that scale, the rules change. Nanoparticles can cross biological barriers that larger particles can't — the gut lining, cellular membranes, potentially the blood-brain barrier. The titanium dioxide your grandmother might have eaten in a piece of cake in 1975 was milled differently, with larger particles, using different manufacturing processes. The composition changed; the label never did.

The label says "titanium dioxide" in both cases. The distinction between a particle your body passes through and a particle that penetrates your intestinal wall doesn't fit on a nutrition facts panel.

Where it hides

Titanium dioxide is in more products than most people would guess, because its job is invisibility — it makes things look clean and bright without announcing itself.

Skittles. Starburst. Mentos Freshmint Gum. Trident White. Jell-O. Duncan Hines Creamy Vanilla Frosting. Nabisco Chips Ahoy cookies. Little Debbie snack cakes. Pillsbury ready-to-bake products. Coffee creamers. Ranch dressing. Cake mixes. Chewing gum of almost every major brand.

It's also in supplements — vitamin capsules and tablet coatings use it to achieve that uniform pharmaceutical white — and in toothpaste, where it serves the same cosmetic purpose it serves in candy: making the product look the way you expect it to look.

Walk a grocery store with this list in your head and you'll start to see the pattern. The whitest, brightest, most "clean-looking" products on the shelf are often the ones containing a pigment borrowed from the coatings industry.

What the research says

In 2021, the European Food Safety Authority completed a comprehensive reassessment of titanium dioxide as a food additive. Their conclusion: "a concern for genotoxicity could not be ruled out," and therefore E171 "can no longer be considered safe as a food additive."

Genotoxicity means the potential to damage DNA. Not "causes cancer" — the science doesn't make that claim cleanly. But the precursor to that claim: a substance that may alter genetic material in ways that could, over time and repeated exposure, increase risk.

The International Agency for Research on Cancer (IARC) had already classified titanium dioxide as Group 2B — "possibly carcinogenic to humans" — back in 2010, based primarily on inhalation studies in animals. The EFSA review extended those concerns to oral consumption.

Other research has linked titanium dioxide exposure to intestinal inflammation, disrupted gut microbiome, and in animal studies, colorectal tumor development and metabolic disruption. A pattern noted across multiple independent studies — though not all studies agree, and industry-funded research has frequently reported no significant adverse effects. That gap between independent and industry-funded findings is itself part of the record.

Two continents, two answers

France moved first, banning titanium dioxide from food in 2020 after its own food safety agency flagged the evidence. The full European Union followed in August 2022, prohibiting E171 across all 27 member states.

The United States did not follow. The FDA reviewed the same body of evidence and concluded that available studies "do not demonstrate safety concerns." Titanium dioxide remains fully legal in American food.

The United Kingdom, after Brexit, conducted its own review and sided with the US position. Australia and New Zealand did the same. Canada has not acted.

What you're looking at isn't a scientific disagreement. The data is the same data. It's a philosophical split: the EU operates on the precautionary principle — if we can't rule out harm, we remove it. The US operates on a proof-of-harm standard — until damage is conclusively demonstrated, it stays. Both positions are defensible. But only one of them means you're still eating the ingredient while the debate continues.

The business of brightness

Titanium dioxide solves a problem that has nothing to do with nutrition and everything to do with shelf appeal. Consumers reach for products that look clean, white, and fresh. A frosting that's slightly off-white sells worse than one that's brilliant white, even if they taste identical. A gum that's gray-ish doesn't move. A vitamin that's yellowish feels less trustworthy than one that's crisp white.

Titanium dioxide is cheap, effective, and invisible in the final product — the consumer never knows it's there unless they read the fine print. For manufacturers, replacing it means finding an alternative whitening agent (calcium carbonate and rice starch are common substitutes in reformulated European products) or accepting a product that looks slightly less perfect. Some American brands have already quietly reformulated for their European lines while keeping titanium dioxide in the American versions of the same products.

Who's eating the most

Estimated dietary intake for American adults runs between 0.2 and 0.7 milligrams per kilogram of body weight per day. For children, the number is likely higher — not because children seek out titanium dioxide, but because the products with the highest concentrations are the products marketed most aggressively to kids: candy, frosting, cake decorations, gummy snacks, chewing gum.

A child weighs less and eats more of these products proportionally. A forty-pound six-year-old eating a handful of Skittles and a frosted cupcake at a birthday party is getting a per-kilogram dose that would require an adult to eat significantly more of the same foods to match. And birthday parties aren't a once-a-year event for most kids — they're a recurring feature of childhood, alongside Halloween bags, Easter baskets, and the checkout-aisle candy that ends up in the cart.

The products that carry the highest titanium dioxide loads also tend to be the cheapest and most widely available snacks in convenience stores, dollar stores, and school vending machines. The ingredient's distribution follows the food supply's distribution, which follows income geography in ways the label doesn't disclose.

Titanium dioxide is a pigment that makes food look better without making it taste different, last longer, or become more nutritious. It was approved for food use sixty years ago under testing standards that didn't account for nanoparticles, gut microbiome disruption, or genotoxicity. The European Union banned it. The United States didn't. The FDA's last substantive review is older than most of the people reading this.

The research doesn't say titanium dioxide will harm you. It says harm cannot be ruled out — and that the question has been open for over a decade without being closed in either direction. In the meantime, Americans consume it daily, children consume more of it, and the compound continues to appear in products that could function without it.
